it is a historically significant photo of Mr. McCotter, the subject of the article;

Its inclusion in the article adds significantly to the article because it depicts the reason for McCotter's notoriety, specifically his involvement in the reconstruction of Abu Ghraib, which was a very historically significant event to the general public.
