I got this picture from http://www.markscollection.com/misc/saved.htm . No visible copyright claim is made on that page, and I believe the remark at http://en.wikipedia.org/wiki/Wikipedia:Public_domain_image_resources that "Accurate photographs of paintings lack expressive content and are automatically in the public domain once the painting's copyright has expired (95 years after initial publication)." applies here and that the image is in the public domain. I don't know the painting's exact date but Landseer's are 1802-1873 and the painting must be at least 130 years old.

The two-dimensional work of art depicted in this image is in the public domain worldwide due to the date of death of its author (if it is was published outside of the U.S. and the author has been dead for over 70 years), or due to its date of publication (if it was first made public in the U.S. before 1923).
