Al Amin Khalifa Fhimah (Arabic: الأمين خليفة فهيمة) (born April 4, 1956) is a former station manager for Libyan Arab Airlines at Luqa Airport, Malta. He was acquitted on January 31, 2001, by a panel of Scottish judges sitting in a special court at Camp Zeist, Netherlands, of 270 counts of murder in connection with the bombing of Pan Am Flight 103 over Lockerbie, Scotland, on December 21, 1988.

As a fugitive from justice for his alleged role in the 1988 Lockerbie attack, on March 23, 1995 the United States Federal Bureau of Investigation(FBI) listed Fhimah as the 442nd person added to the Ten Most Wanted Fugitives list.

Fhimah's co-accused, Abdelbaset Ali Mohmed Al Megrahi (also an FBI Top Ten Fugitive), was convicted at the Pan Am Flight 103 bombing trial and sentenced to life in prison. Megrahi is serving his sentence in Greenock prison, near Glasgow, where he continues to protest his innocence.

Fhimah was born and still lives in Suq el Juma'a, near Tripoli, Libya. He is married with five children.
