Kite Man was a minor Batman comic book villain.

Charles "Chuck" Brown is a man who armed himself with kite weapons to be used to commit crimes. He flies with a big kite strapped to him. He also uses a barrage of kites to overwhelm his enemies. He ran afoul of Batman, Robin, Hawkman, and Hawkgirl on different occasions.
In Infinite Crisis, Joker reported that Brown was thrown off a building in Gotham without his kite by Deathstroke when he refused to join the new Secret Society of Super Villains.
Brown later is found to have survived his fall and reached some low rank in post-crisis Gotham City's underworld in the pages of 52. He is one of several criminals, including Mirage, beaten to death and eaten by Bruno "Ugly" Mannheim during Intergang's continuing rise to power in Gotham City and across the world outlined in that series.
