Involved in violent anti-communist actions in the 1940s and 1950s, he was elected to the third parliament in 1954 and joined Rhee's Liberal Party. He was also elected to the sixth parliament in 1965.

Kim was involved in several scandals, and was imprisoned by the US military regime as well as by the military regime of Park Chung-hee.
