Kilmarnock and Loudoun (Cill Mhearnaig agus Lughdan in Scottish Gaelic) was a local government district in the Strathclyde region of Scotland from 1975 to 1996. In 1996 it was included in the East Ayrshire unitary council area, together with the Cumnock and Doon Valley district.

There is a Kilmarnock and Loudoun constituency of the House of Commons and, covering a similar area, a Kilmarnock and Loudoun constituency of the Scottish Parliament.
