The source of the photo is listed above, a BBC site promoting Charles II: The Power and the Passion which appears to me, at least, to be intended to promote said mini-series and DVD sales of it (as it is available currently).

I believe this image can be used under the Fair Use provisions/precedents of US Law. Its purpose is scholarly--for an encyclopedia which is a non-profit organization (Wikipedia Foundation) under the Copy Right Act of 1976, (see [[1]]), 17 USC 107, section 1:

1. the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes.

I also believe that image resolution is sufficiently low that it could not possibly be used for "piracy". Thus meeting Policy as defined here: Wikipedia:Fair_use, under section called "Policy", sub-section no. 3.

This photo is owned by the BBC, and obviously the BBC is owned by the UK gov't. I cannot find an appropriate tag specifically for BBC for images and it doesn't seem to me appropriate to just use some general UK gov't tag.. If someone directs me to the template (if that's the word?) I would add it.

After exhaustive research to find an appropriate tag, I think that the one listed below, which is for promotional materials.

If this isn't good enough tag-wise, I ask that someone please, on my Talk Page, "school" me regarding what is the proper tag for an image of this nature. And, if I erred, please tell me how I did so and please do not just delete the whole thing without explanation.
