Since you didn't pay attention to the deletion reason for your userpage, I'll post it here for you.

First, you can only redirect your userpage to one in the same namespace. Kabuto Yakushi is in the main namespace. Unless you want to redirect to another user, which is almost equally frowned upon, you're out of luck. Second, to protect a page, you need only request it. Kabuto has never needed to "peel the face of another person off and wear it like a mask", suggesting that no, he can't use Vanishing Facial Copy Technique. The guy experiments on bodies as a hobby. It'd be a simple matter for him to alter someone else's face to look like his own. I'm getting tired of this argument so I'm ending it now. We never see him use that technique. The technique does the exact opposite of what Kabuto did. Kakashi even notes that it's a surgical technique that made the look-alike. Well, I wasn't looking for an admission, but at least my suspicions have been confirmed. If you want "a new start", it would be wise if you stop making the same mistake so many times. Case in point: changing the meaning of other people's messages; you were told not to do so for one of your IPs, and again for your Dragonball account. Having been told that under two different identities, you shouldn't have needed to be told not to do this for your new account.
