In June 1865 there was much civil unrest in Georgia, especially within the capital city. Due to the creation of new tax, the merchant guilds of Tbilisi halted all business in the city. Even after gubernatorial decree, the government could not break the work stoppage. Thousands of workers marched in protest, the mob plundering and even killing as it moved. Finally after four days, a new mayor took office and restored calm to the region.
