Juan Carlos Romero Hicks (b. December 10, 1955 in the city of Guanajuato) is a Mexican politician affiliated to the National Action Party (PAN). He is the former Governor of Guanajuato.

Romero holds a bachelor's degree in industrial relations from the University of Guanajuato and a master's degree in business administration from the Southern Oregon State College. He is married to Frances Siekman with whom he has ten children.

In 1991 he was assigned by Carlos Medina Plascencia Rector of the University of Guanajuato. In 1998 he joined the National Action Party. In 2000 he won the Guanajuato gubernatorial election.
