The sentence that contains the phrase "between 1940 and 1970" explains why, although briefly. Salsa dance is basically mutated Mambo (dance). So there is no definite date of "origin" of salsa dance. People are still debating about the exact moment when the music has become called "Salsa". There are a number important milestones, like Fania Records, but you may find lots of material on the web yourself.
