Joseph Cowles Mehaffey

Joseph Cowles Mehaffey (November 20, 1889 - February 18, 1963) was Governor of the Panama Canal Zone from 1944 to 1948.
He graduated from the United States Military Academy at West Point in 1911. From 1941-44 he was maintenance engineer of the Panama Canal. He served as Governor of the Panama Canal from 1944-48.
