When I came upon this article, I made an effort at removing the bias. However, it seems like it fails the NPOV guidelines woefully.

The information about a Secret Safe Place for Newborns is factually accurate, though incomplete. I was living in that area around that time (1998), and I remember some news articles around that time of newborns being abandoned in dumpsters. My main concern, however, is that the pivotal role played by Jodi Brooks (now a reporter for CBS 4 in Denver, CO) in getting this and similar laws passed around the nation, and in bringing this to Mr. Tyson's attention before such laws were passed so that temporary measures could be in place. Mr. Tyson's office has also provided guidance and written a manual available for free download for others in similar positions around the nation to replicate this program.
