Mr. Justice JOHN KHETSURIANI Born on 23 November 1951, in Lailashi, Tsageri region. Received secondary education in Kutaisi. Graduated from Tbilisi State University, the Law Faculty (1973) and the Faculty of Economy (1988). 1973-1976 – undertook post-graduate studies at the Institute of Economy and Law of the Georgian Academy of Sciences. 1976-1979 - worked as a researcher at the Institute of Economy and Law of the Georgian Academy of Sciences. 1977 - defended candidate’s thesis on “Significance of Moral Rules in Civil Law“ at Kharkov Law Institute. 1980-1985- worked in Tbilisi - and Kutaisi Party Organisations, was in charge of law-enforcement agencies. 1985-1989 – continued scientific activity; a senior researcher at the Institute of Economy and Law of the Georgian Academy of Sciences; the Head of Laboratory of Legal Issues of the Rule, the Deputy Director in the scientific field of the Research Centre of State and Law. 1990 - First Deputy Minister of Justice of the Republic of Georgia. 1990-1992 –Minister of Justice of the Republic of Georgia. 1992-1994 – Assistant Professor at Tbilisi State University. Since 1994 - Professor. 1994 – defended Doctor’s thesis on “Functions of Civil Law“ at Tbilisi State University. 1995-1999 - Parliamentary Secretary to the President of Georgia. 1999-2000 –Minister of Justice of Georgia. 2000 (November)- 2001(6 July) - Parliamentary Secretary to the President of Georgia for a second term. 1999-2000 - member of the National Security Council of Georgia, member of the Council of Justice of Georgia, member of the Consultative Economic Council operating by the President of Georgia. Is the author of numerous scientific works, inter alia, 6 books on civil law, constitutional law and criminal law issues. 1982 - Laureate of the Union Youth Award in the scientific field. In 1979 published his first scientific article on abolition of the capital punishment. Actively participated in the investigation of the tragedy of 9 April 1989. A co-author of the Act on the Restoration of State Independence (1991), participated in drafting of the Constitution of Georgia (1995) and the Civil Code of Georgia (1997), acted as a member of the State Constitutional Commission. Member of the Dissertation Council and of the Presidium of the Scientific Council of Learned Experts at Tbilisi State University. Is awarded a special title of the Chief State Counsellor of Justice, the Judge Class Rank of the Higher Qualification Grade. On 6 July 2001 is appointed a member of the Constitutional Court of Georgia by the President of Georgia and on 10 July 2001 is unanimously elected the President of the Constitutional Court by the Plenum of the Court. On 25 December 2001 is elected a Corresponding member of the Georgian Academy of Sciences. Mr. Justice Khetsuriani is married and has a son.
