[edit] Speedy deletion

I started by expanding this article, but while researching I discoverd that João Alberto Bacelar Da Rocha Paris is just a diplomat and nothing else relevant. So, the article is irrelevant. Wikipedia, I believe, should not function as an exhaustive list of government officials who have never done anything deserving attention. Furthermore the article would always have to follow the career of someone who moves around a lot and is not important. So I propose a speedy deletion. What do you think?
