Jason Wynn is a fictional character in the Todd McFarlane comic book series Spawn. Wynn is the director of the United States Security Group, an umbrella agency encompassing the Central Intelligence Agency, the National Security Agency, and National Security Council. He is perhaps the most powerful man in the world, and has politicians throughout the government on his payroll.
Wynn also runs a heavy trade within the black market, and has formed himself a multitude of underground alliances, some of which include the Chinese triads and the Mafia, whose boss, Tony Twist, answered directly to Wynn. He is depicted, in many ways, to be a reincarnation of Genghis Khan.

Wynn is responsible for the death of Al Simmons, who would later become Spawn. Simmons had been ordered to carry out too many bloody missions and atrocities with fewer and fewer satisfactory explanations, and was beginning to ask difficult questions; to Wynn, the master controller, this was intolerable. While on a mission, Wynn had Simmons ambushed by his partner, Chapel, and burned alive. As Spawn, Simmons came back seeking revenge, but Wynn somehow always manages to escape.
Wynn uses Machiavellian intrigue and subtle machinations to expand his power base. Wynn provides weapons to rebel armies in different countries, sometimes playing two factions off against one another so that whoever wins will be in debt to him. He is cold, calculating, and utterly ruthless.
[edit] Deal with the "Devil"
Wynn had an agreement with Malebolgia in which he traded the soul of his best soldier, Simmons, in exchange for psychoplasm, the supernatural substance containing profound powers and is the very essence of what Hell is made of in the Spawn universe. The sample that Wynn obtained from the demon lord was combined with Simmons' memories and transformed into a training ground made up of building from his past known as "Simmonsville," which was a small piece of Hell on Earth and a very important project run by the US Government.
Simmonsville was destroyed by Spawn during Wynn's brief stint as Anti-Spawn/Redeemer I. Because Wynn was tainted by evil, he could not attain his full potential as the Redeemer and was defeated, had his memory wiped and was returned to Earth two days after his disappearance. After this, Wynn would continue to work off and on with The Clown, Malebolgia's henchman, to try to bring about Spawn's second death.
[edit] Personality and physical/mental attributes
Wynn is a tall man with intense, dark, and menacing features. He is also a political genius, and has made himself the most powerful man on the planet through treachery and violence. Everyone serves Wynn's purpose, and those who don't quickly wind up dead.
Wynn has no scruples when it comes to increasing his personal power, even using child killer Billy Kincaid to target the daughter of Senator Jennings, who was threatening Wynn's position at the time. Wynn is an expert martial artist, and a weapons expert.
Wynn's powers even extend to dealing with the supernatural. For example, he was able to repel possession by Kincaid's ghost, but not before Kincaid forced him to commit a few murders.

When Mammon restored The Clown's existence on Earth and gave him a pass to take a new body, the Clown chose Wynn and assumed a dominant role in his psyche. The Clown took the form of a hallucination which allowed Wynn to collect himself enough to return to the NSA. He then went on a killing spree in his spare time, brutally murdering women that resembled Wanda Blake.
Wynn was caught in the act, and the Clown's face paint, at a construction site. Spawn beat him and saved the woman.
The Clown finally made his play for Wynn's body. By "stepping on his hands," he caused Wynn to let go of the steel girder he was clinging to and fall to his apparent death, then took full possession of his body.

At this time, it is unknown if Wynn is truly dead, or possibly laying dormant inside his own body, trapped in his subconscious.
During the torture of Spawn by Grand Inquisitor Thamuz, Wynn was seen in the assembled rogues gallery alongside Clown and The Violator, but it was revealed that they were lower-level demons, masked in the visage of Spawn's enemies through the magic of Thamuz rather than the real deal.

At 57, Jason Wynn is probably the most powerful man alive. He heads the United States Security Group, an umbrella organization which includes the CIA, NSA, NRC, and NSC. He advises presidents, but is beholden to none. He tutors killers, but is free from their taint. When a secret operation is carried out, with or without congressional approval, the responsibility falls to his desk. At the same time, as a convenient way of justifying his presence at key times or places, he's established a 'cover' identity as an obscure department head at the CIA.
From the very start, Wynn was an ambitious man. In high school, he was captain of the ROTC, defensive tackle for the football team, and number one on the karate team. He went to West Point and graduated cum laude. However, instead of pursuing his promising career in the Army, he went into government service, where he was first recruited by the CIA. In his initial assignment he served as a vice presidential aide for Richard Nixon from 1958 to 1960, advising him on national security issues from the Agency's point of view.
Many assignments followed, from Dallas in 1963 to the Gulf of Tonkin the following year. Wynn sky-rocketed in the ranks of the intelligence community, helped along by a photographic memory and access to Hoover's files at the FBI. But serving the country was not enough. He wanted the country to serve him.
Wynn has overseen projects from assassinations to interference in other nations' internal affairs. He can be at once aloof and yet earthy, befriending agents even as he sends them off to die. Simmons was one of his operatives: recruited, manipulated and then disposed of by yet another temporary player. Then, over the past several months, a cascade of events has diminished his effectiveness: Wynn's place on the world stage is under siege. He contrived to put operative Terry Fitzgerald in a position to take the fall, but Spawn intervened, threatening to leak a dossier of his activities to the press.
Wynn is now grudgingly in league with the Clown, as they move in counterpoint to reestablish Wynn's sphere of influence while working aggressively to thwart and humiliate Spawn.
