Well, I've copy edited enough of this to think that it is odd English, not machine translated: for example what machine would write 'cominz' for 'commence'? That's phonetic rendition by someone. Of course I can't rule out some element of mechanical translation. As for source, an earlier draft of the Plan B stuff went to VfD and a source was indicated.
