It is said that the finale of Torchwood will involve the Cybermen. But all the cybermen were sucked into the void, right?

Not necessarily.

One theory exists is that the remaining Cybermen are those who were converted in this universe. Since these converted Cybermen had not crossed the void, they would not have been exposed to the "void stuff" which, in turn, means that they could not have gotten sucked into the void.
