Jaksybek Koulekeiev is the Vice President of KazMunayGas.[1]

According to interactive investor, Interfax reported that "Royal Dutch Shell and ConocoPhillips are competing to exploit, with KazMunayGas, a new layer of the Caspian Sea." Koulekeiev said, "Today, on the finishing line, are Shell and ConocoPhillips, and one of them could become our partner." Koulekiev said KazMunaiGaz would soon announce their choice.[1]
