J-Men Forever is a 1979 film by Philip Proctor and Peter Bergman of the Firesign Theatre. Using film clips from Republic serials, it tells the story of the Lightning Bug (played by various villains from the various serials; his changing appearance is explained as rapid costume changes) and his attempt to take over the world.
