At a concert, Lilly pretends to be Lola Loftnagle, a friend of Hannah's. Because she is star-struck, Lilly embarrasses Hannah in front of famous people. When Hannah is invited to Kelly Clarkson's birthday party, Lilly assumes that she is invited too. Hannah's friend Traci (Hiromi Dames) says that Lola is not invited because she is too embarrassing. Miley tells Lilly that the party, which she is assured will be private and paparazzi-free, is canceled in order to attend the party without her. Outside of the venue, a pushy photographer gets on Miley/Hannah's nerves and she jumps on his back. Horrified that Lilly might see the picture in the tabloids, Miley tries to keep Lilly away from all media. Lilly subsequently learns the truth and Miley learns a lesson about true friendship.

A sub-plot has Rico (the son of Jackson's boss) playing a prank on Jackson by enlisting the help of a pretty girl who wants to become a hair dresser. She was hired by Rico to pretend to like Jackson. Then she asks Jackson if she can practice different hairstyles on his hair. He says yes because all he thinks the girl really likes him. She makes Jackson's hair crazy colors and styles, but she eventually makes him bald. The girl feels bad because Jackson is so nice to her so she tells him that Rico hired her to do it. She helps him get revenge by shaving Rico's head too.

The episode title refers to Lesley Gore's "It's My Party," which includes the lyrics "It's my party and I'll cry if I want to."
