[edit] Digital Opportunity Index

As far as I know, the Digital Opportunity Index is NOT a standard - it's not published as an ITU Recommendation, which is what the ITU does when it publishes what the rest of the world calls "standard". The reference I've found on the ITU website is to a study paper by invited experts that the ITU provided as input to a meeting in Korea - [1].
