Interstate 140 (abbreviated I-140), a spur of Interstate 40 near Wilmington, North Carolina is signed along the western section of the Wilmington Outer Loop, a planned 27-mile (44 km) bypass for U.S. Highway 17 around that city, which is reflected in another name for the highway, the Wilmington Bypass. NCDOT announced the number in September 2002.^[1]

Two sections of the bypass from U.S. Highway 17 to Interstate 40 and from I-40 to U.S. Highway 421 completely opened to traffic on June 30th, 2006. The five mile (8 km) section from U.S. 17 to I-40 is not signed as Interstate 140. Three miles of the I-40 to U.S. 421 section, from I-40 to NC 133 (Castle Hayne Road) had opened previously in September 2005.

In the future the highway will be extended further west. First to intersect with U.S. Highway 74 and U.S. Highway 76. Construction is set to begin on this section in 2009. Several mitigating factors, such as a second river crossing, could delay its construction. The final section will take I-140 south from U.S. 74/76 to terminate at the current U.S. 17 near its intersection with NC 87. This section though currently is not funded and construction would not begin until after 2012. Additionally, a proposed toll road could extend eight miles further southeasterly from U.S. 17 to a terminus at US 421 and Independence Boulevard using the proposed Cape Fear Skyway bridge. If this project is approved, construction could start as early as 2009.

In November 2005, NCDOT named the I-140 bridge across the Northeast Cape Fear River in honor of former mayor and businessman Dan Cameron. The entire Wilmington Bypass is designated US 17 is duplexed with I-140 west of I-40. East of I-40, the roadway is also known as the John J. Burney Freeway. The previous routing of U.S. Highway 17 through Wilmington is now U.S. Highway 17 Business. The U.S. Highway 17 Truck designation was removed from Military Cutoff Road and Oleander Drive upon the opening of the bypass.
