National agency, set up under the British War Cabinet to alleviate the Shell Crisis of 1915 in the First World War. It came to prominence in Canada, when the government took over ownership of mainly railroad workshops and small factories to produce heavy artillery shells for the Western Front.
The program also produced ships and aircraft.
