Hugh Douglas Barclay

Hugh Douglas Barclay is the current United States Ambassador to the Republic of El Salvador. He is from Pulaski, New York. He earned his bachelor's degree from Yale University and his Juris Doctor from Syracuse University. Barclay is married to Sara J. Seiter (Also known as "Dee Dee" Barclay) and they have five children. Two of his sons include Will and David. Will is now a New York State Assemblyman.

From 1961 until 2003, Barclay served as a partner for the upstate New York law firm of Hiscock & Barclay, specializing in Banking and Administrative Law.

Between 1965 -1984, Barclay served as a Republican New York State Senator, and held several positions, including Chairman of the Codes Committee, Chairman of the Select Task Force on Court Reorganization, and Chairman of the Senate Republican (Majority) Conference.

His appointment as Ambassador to El Salvador by President George W. Bush was announced August 21, 2003, and the nomination was sent to the Senate for confirmation on September 15. The Senate confirmed the nomination on October 3. He was sworn in as Ambassador on November 12, and presented his credentials to El Salvador’s President, Francisco Flores, on December 18. He had no prior diplomatic experience, but has donated more than $215,000 to GOP candidates, including $9,0000 to George Bush in 2004.

From the moment he arrived in San Salvador in his role as Ambassador, Barclay echoed President Bush's sentiments, speaking in favor of the CAFTA treaty.
