Because the scan is fairly low res, and the copyright holder is clearly indicated, and free approaches to illustrating press attention to this case seem limited if they exist at all, I think this would classify under the "fair use" clause of US copyright law for use in articles directly related to The Progressive H-bomb case on the non-profit English Wikipedia. These conditions may not apply in other contexts.
