Howland is a town in Penobscot County, Maine, USA. The population was 1,362 at the 2000 census.

According to the United States Census Bureau, the town has a total area of 91.5 km² (35.3 mi²). 89.7 km² (34.7 mi²) of it is land and 1.8 km² (0.7 mi²) of it (1.98%) is water.

As of the census of 2000, there were 1,362 people, 552 households, and 369 families residing in the town. The population density was 15.2/km² (39.3/mi²). There were 616 housing units at an average density of 6.9 persons/km² (17.8 persons/mi²). The racial makeup of the town was 98.16% White, 0.22% African American, 0.44% Native American, 0.07% Asian, 0.00% Pacific Islander, 0.15% from other races, and 0.95% from two or more races. 0.15% of the population were Hispanic or Latino of any race.

There were 552 households out of which 30.3% had children under the age of 18 living with them, 55.6% were married couples living together, 8.0% have a woman whose husband does not live with her, and 33.0% were non-families. 27.7% of all households were made up of individuals and 13.0% had someone living alone who was 65 years of age or older. The average household size was 2.39 and the average family size was 2.89.

In the town the population was spread out with 24.0% under the age of 18, 6.2% from 18 to 24, 28.0% from 25 to 44, 25.0% from 45 to 64, and 16.7% who were 65 years of age or older. The median age was 40 years. For every 100 females there were 89.4 males. For every 100 females age 18 and over, there were 89.2 males.

The median income for a household in the town was $29,213, and the median income for a family was $36,302. Males had a median income of $32,000 versus $17,386 for females. The per capita income for the town was $15,466. 11.5% of the population and 6.9% of families were below the poverty line. Out of the total people living in poverty, 10.8% are under the age of 18 and 25.3% are 65 or older.
