Howard Air Force Base (or Howard A.F.B.) was an American Air Force Base located in the country of Panamá.

Howard was one of two main United States Air Force Bases located in the country of Panamá (the other being Albrook AFB.

It was located on the west side of the Panama Canal, adjacent to Rodman Naval Base. Most of the area around it was uninhabited (part of the Panama Canal Zone watershed), though Panama City could be reached by crossing the nearby Bridge of the Americas.

Since 2000, it was decommissioned and control was turned over to the Republic of Panama.
