His imperial majesty’s elite orbital bomber squadron was originally a military project - a joint venture carried out by NATO at the height of the Cold War in absolute secrecy with research into the militarization of space. Because of the illegality of this, as well as fears of the Soviets denouncing the treaty, the project was kept Max-Classified and funded through several academic front organizations and the donations of well connected financiers known for their loyalty to the anticommunist cause.
However, the project branched off into several different areas of research, including advanced communications and other areas - some of which were considered morally dubious even by the standards of the governments of the day. Because of this, and the impending end of the Cold War and dissolution of the Soviet Union, the project was dismissed and its members disbanded.
However, its members did not go so easily. Several key pieces of equipment and hundreds of files of research had been stolen previously to it being shut down and the members debated selling these to Saddam Hussein via the Russian Mafia, or to Iran or China. However, all the debates ceased when they gained a new sponsor, a very wealthy and extremely secretive man with ties to both international finance and the American intelligence agency.
His deal was simple, he would fund the current project, as well as secure methods of future funding and client, but in return he would head the new international organization. The remaining members agreed and HIMEOBS was born. The new methods of finance included the abandoned CIA drug flights and arms trading through Pentagon excess procurement procedures - procedures put in place via the highly corrupt lobbying system in Congress. HIMEOBS quickly became THE go to source for drugs and arms - assuming one had the right connections to get in contact with them.
To the present, HIMEOBS is continuing its research into hi-tech weaponry and the militarization of space, using the proceeds of war and addiction to further these ends.
