Heliodrom's population fluctuated through the war with a maximum of about 6,000 detainees held at any one time. The population was made up of Bosniak civilians and Serbian civilians, and Bosnian prisoners of war. Croatian criminals were also held here and were encouraged to beat and torture Bosnian Muslims inmates[1]

HVO guards frequently starved and tortured Bosnian Muslim detainees. Also, through-out the war HVO commanders took detainees from the prison to the front lines for a forced labour and sometimes to use as human shields during attacks.[2]
