I (LactoseTI) feel it is covered by the U.S. fair use laws because:

it is a low resolution screenshot;
it does not limit the copyright owner's rights to sell a copy of the broadcast in any way;
it is used for identification of Hakuho, one of the key figures in the broadcast in question.
