Hagrama Mohilary alias Hagrama Basumatary is the Chief Executive Member of Bodoland Territorial Council. He was previously the chief of BLTF before BLTF surrendered in December 6,2003. Then BTC was formed according to the Memorandum of Settlement[1] signed by the Government of India in February 10,2003. Now Hagrama is the Chief Executive Member of BTC which consists of twelve executive members.

Besides being a leader,Hagrama has got a poetic heart.Whenever he finds time he is with his pen creating a new poetry.A Bodo album "Swr Nwng Onjali" has also come out with some of the songs written by him like"Dukhu thabai roje".
