I know there was a truth commission that said it was genocidal. Personally, I don't quite understand it. Brutal and indiscriminate, yes. Racist against Mayan culture, yes. But I know of no plans on the part of Lucas Garcia or Rios Montt to exterminate the entire Mayan populace. The fact is that's where the guerrillas drew most of their support. That explains why the military was forcing certain villages into the PACs and eliminating others, even if it doesn't excuse it. I think the term is employed too loosely nowadays, personally. J.
