I think it is unfair to say that Vlad "The Impaler" Tepes was joyous about administering torture. He was a small time warlord trying to survive among a host of more powerful enemies. It has been asserted that he adopted such extremem methods as a way to scare off his competitors and thus protect his own land and life. He tortured out of necessity, not out of joy.
