Gilbert Cesar C. Remulla was elected to the House of Representatives by the people of the Second District of Cavite on 14 May 2001 to continue the legacy of public service that the Remulla family has started in the Province of Cavite. Gilbert, the seventh and youngest child of Governor Juanito R. Remulla and Ditas Catibayan Remulla, was born on 5 September 1970. He was a welcome addition to the brood of 3 ate's and 3 kuya's. Gilbert's childhood spent in Bel-Air, Makati and Imus, Cavite, was happy and disciplined. He loved sports and was an active child, being the baby of the family. His parents encouraged him to study hard and to pursue any career that interested him.

Part of giving Gilbert the best of everything, his parents sent him to the best schools in the country. He spent his elementary years in La Salle, high school in the Ateneo and went to the University of the Philippines in Diliman for his college education. As an undergraduate in UP, Gilbert mixed academic excellence with worthwhile extra-curricular activities. He was National President of AISEC, and an active member of the Upsilon Sigma Phi Fraternity.

After obtaining a degree in Broadcast Communication in 1993, Gilbert went on to fulfill his dream of becoming a broadcast journalist when he joined ABS-CBN as part of its news team. Starting as a production assistant, Gilbert experienced the trying times of being a junior employee. But with his talent and perseverance, Gilbert became a reporter and was easily known as the familiar face in the morning and evening news.

Notwithstanding his budding career as a broadcast journalist, the opportunity for further studies was enticing. In 1997, Gilbert took up his MA International Affairs with concentration in International Media and Communications at the Columbia University in New York City. His experience in the Ivy League school gave him the rare opportunity to work for CNN and the United Nations.

Gilbert and GeorgiaApart from giving him a better perspective in his chosen field, it was here in "the city that never sleeps" where Gilbert found his better half, Georgia Isabel Roa. They were inseparable. They were just the perfect match. It was thus no surprise to everyone when the two decided to tie the knot in Catholic rites in 2000. Their marriage has been blessed with two lovely daughters, Roxanne Margarita, 5 years old, and Rocio Isabel, 2 years old.

Carrying the Remulla name, the clamor for public service was just pressing. Without any influence from his father or from his siblings, Gilbert found himself running in the Congressional elections of May 2001. The political neophyte was armed with nothing but a burning desire to prove that there is more to him as a public servant than just being a Remulla in name. And quite expectedly, with a convincing win against his veteran rivals, the people of the 2nd District of Cavite has given Gilbert the best opportunity to take part in his family's legacy in the political arena.

Being one of the youngest members of Congress, the time he has spent in office has been marked by comments about his relative youth in comparison to majority of the members of Congress.Rep. Gilbert C. Remulla Be that as it may, Gilbert has long proven that there is no such thing as inexperience in genuine public service. His legislative portfolio shows noteworthy legislation such as Republic Act 9165, or the Dangerous Drugs Act of 2002, and Republic Act 9287, or the Act Increasing the Penalty for the Illegal Numbers Game. At present, he has a number of bills which are pending in Congress, which include House Bill No. 185 seeking the abolition of the Sangguniang Kabataan and replacing it with a youth representative; House Bill No. 2452 which seeks to lower the cost of cellular phone usage and House Bill No. 5310 which aims at minimizing the use of plastic bags and plastic utensils that damage the environment.

Other than his advocacies for the people of the 2nd District of Cavite, Gilbert is also a strong advocate for population management. He continuously works with organizations in the country and across the world to strengthen awareness and to expand opportunity for development through proper population education. He firmly believes that there is a compelling need to bring down the rate of population growth to ensure sustainability and to secure the wellbeing of the future generation.

But Gilbert is not just all work. He is just like any ordinary man who knows how to have a good time. He enjoys spending time with his family and friends. He loves playing basketball and has gotten into boxing lately. One also gets enchanted hearing Gilbert's soothing voice as he sings his favorite ballads.
