The German University in Cairo (GUC) (Arabic:الجامعة الألمانية بالقاهرة al-Dschāmiʿa al-almāniyya bil-Qāhira), is an Egyptian Private University established in cooperation with the State Universities of Ulm and Stuttgart, under the patronage of the Egyptian Ministry of Higher Education , the Ministry of Science, Research and Arts, State of Baden-Wuerttemberg, Germany, and supported by the German Academic Exchange Service (DAAD), the German Embassy in Cairo, the Arab/German Chamber of Industry and Commerce (AHK) and the Federal Ministry of Education and Research, Germany.

The idea to establish a German university in Cairo was first made public in December 2000. Its history, however, dates back further. Prof Ashraf Mansour, who had studied at the Universität Ulm as a DAAD scholarship holder and received his doctorate and habilitation there, was inspired by the stimulating research environment in which theory was closely linked to scientific practice. From this experience, he began to develop the idea to transfer this model to Egypt.After extensive planning, including labor market studies, --82.201.197.59 16:52, 3 December 2006 (UTC)the project was initiated in 2001. The authorization process that is required for the establishment of private universities posed a serious challenge as the corresponding law had been tightened in 1996. A significant milestone was reached when President Mubarak signed the presidential decree in 2002.
The Universität Ulm decided to combine forces with the Universität Stuttgart to ensure the support for all fields of study. In addition, the Universität Tübingen and the Universität Mannheim joined as cooperation partners. The DAAD supported the project by funding the establishment of coordination offices at the partner universities and travel expenses as well as training expenses for an initial period of three years.
In October 2001 the laying of the foundation stone was celebrated on the 57-hectar property in New Cairo City, a suburb in the desert that has quickly become a major investment location in recent years.
Work was then intensified in Egypt and Germany. In Egypt, construction work was at the center of activities. In Stuttgart and Ulm, Prof. Mansour introduced the project in December 2001 and established contacts with potentially interested lecturers. The positions of the German Founding Deans and of the German Founding Rector were filled and the curricula for the study programs were developed.
October 2003 finally marked the official opening of the GUC through President Mubarak and Chancellor Schröder. About 900 students assumed their academic training during the first year, 1000 new admissions annually are planned. In addition to the already existing Bachelor programs, the first graduate program, an MBA, was introduced in April 2003.
The building phase which was determined by the development of the curricula and personnel structures is now being followed by a consolidation phase. During the next four years, the focus will be on quality assurance, a field of activity that the German partners continue to be involved in.
The DAAD extended its support to another three years in 2003, an indication of the central importance of such a project for the internationalization of German universities.
