Arkin Mahmud	Mahmud's ARB factors did not include a single allegation of any ties to terrorism, extremism, or hostile acts. Tribunal President said only one ARB recommendation had been overturned in Washington. Tribunal President said he or she was appalled by Mahmud's behavior in Guantanamo. What behavior? Mahmud, an obviously innocent man, detained for four years, in extrajudicial detention, had made anti-American statements.
