I don't think that there is a formal policy on external links—rather there are a number of guidelines set out at various places as to what external links should (or should not) be in articles. My feeling is that there is general consensus among wikipedia editors that adding a few external links to an article can be a good thing (particluarly, for example, if the subject of the article has an official web site), but that long lists of external links are bad. In my opinion, wikipedia is an encyclopedia and not a web directory—if people want to find other websites on a subject they can use google or one of the many other similar sites—therefore I think that up to 6 external links in an article is usually more than sufficient. My personal policy for my own contributions is generally to try to only add external links to articles if the content of the linked website has been used as source material for the article—in this case they are cited as references and go in a 'References' section rather than an 'External links' one, and I often try to include a footnote expaining what has been cited.

As far as removing external links that others have added goes, I do this if I feel that they have either limited relevance to the article in question, or they have been added with the express purpose of promoting the site that is being linked too. In doing this I think that I am following the guidelines set out at WP:EL and the 'How not to be a spammer' section on WP:SPAM. WP:NOT is the closest to a formal policy that we come: it states that wikipedia is not a repository of links.

No problem at all, wiki links work fine with underscores in them. I'm just a little pedantic and want things to look correct even in the page source. I noticed that even though you are a relative newcomer to Wikipedia you have already made some valuable edits. You'll figure out all the ins and outs of the wiki soon enough.
