Is the name of the album "Frank's wild years" or "Franks wild years"? I believe it is the latter and not the former.

The latter. The name of the album is "Franks Wild Years". "Frank's Wild Years" on the other hand is the name of the song (included in the Swordfishtrombones album)which became the inspiration for the musical "Franks Wild Years" (Tom Waits wrote this one along with Kathleen Brennan, his wife). The songs from the musical were recorded and released in "Franks Wild Years" the album.
