Franklin Swift Billings (May 11, 1862 – January 16, 1935) was an American politician from Vermont. He served as Governor of Vermont from 1925 to 1927 and as lieutenant governor of Vermont from 1923 - 1925. His parents were Franklin Noble Billings and Nancy Swift Billings.

Billings served in the Vermont house of representatives from 1910-12 and 1921-23, and he was Speaker of the Vermont State House of Representatives from 1921-23.
