September 11, 2006, this photo shows 4th Street in Steubenville, Ohio. Much of the downtown has deteriorated since the population began to shrink in the 1970s and beyond. Today, community leaders are trying to make the downtown vibrant again by taking advantage of the high number of people who work downtown each day. Parking is free along the streets, contrary to the policies of most cities.
