Fou-Lu

In the console game Breath of Fire IV, Fou-Lu is one half of the "Endless" dragons named the Yorae Dragon.

Over 600 years before the game takes place, the western continent was in a time of unrest following a long period of imperial rule. The influence of the Muuru empire, the predecessor to the Fou empire, was waning, and the entire eastern continent had sunk into civil war. Judging the situation to be grave, the Muuru emperor came up with a scheme to summon a "god" from another world. The purpose was the reunification of the empire through its divinity. The summoned god, "Fou-Lu," unified the western continent a little over ten years later. And there, the Fou empire was born.

Meanwhile, during the period of unrest prior to the summoning of Fou-Lu, those in the east had taken advantage of the chaos, crossing the sea of mud and making repeated invasions. After the unification of his lands, Fou-Lu continued to carry out the ambitions of the old Muuru empire, which had summoned him, and constructed the great imperial bridge, a device that could transport people and things, in order to deal with the invasions from the eastern continent. He intended to make a counterstrike and completely unite both continents in one fell swoop.

However, shortly after the war's outbreak, Fou-Lu died (actually, he lost his strength due to the imperfect summoning and temporarily fell into a state of being sealed away). The empire's counterattack lost its initial fiercenesss, and the war ended up more or less in a deadlock.

After Fou-Lu's death, both continents, having misgivings about becoming involved in a prolonged war, offered compromises, and again and again, truces were put into effect. However, as many times as truces were called, they would be unable to reach an agreement on treaties, and the war would start all over again... and so the vicious cycle would go. The game begins in the middle of the time of the fourth truce.[1]

However, the summoning was botched, and the Endless was split into two [[soul]s], divided by space and time. One arrived in the present, and the other in the "future". From chapter one in the game Fou-Lu headed to the capital. On the way he got attacked several times by soldiers sent by the current emperor who didn't want to fulfill the ancient promise of giving the title of emperor back to Fou-Lu once he would wake up. After being seriously injured (which was actually only possible because he had yet to regain his full powers after his long sleep - with his full powers mere soldiers wouldn't even be able to scratch him) by their attempts to slay him, he got help from a young woman called Mami who treated his wounds and let him stay and recover at her house. It wasn't 100% clear in the game, but it seemed like she was the only mortal who really meant something to him.

Although Fou-lu's opinion of mortals (they who pass) isn't very high, he normally wouldn't do anything bad to them and it seems that he was actually not a bad emperor; after all, he granted people a life in peace when he unified all the battling countries 600 years ago. He is also quite the wise and calm character and doesn't want people to suffer because of him.

However after Mami was taken away by the soldiers she wanted to protect him from and was later sacrificed to power the hex cannon otherwise referred to as the Cannonade. She was sacrificed because she was a traitor and also because of her presumed relationship with Fou-Lu, which would make the Cannonade even more potent a weapon against Fou-Lu. They then fired the cannon miles away from their target and engulfed Fou-Lu in the pure evil energy of the Hex. However it only proved to increase Fou-Lu's rage towards the humans and ultimately he completely lost his faith in the human race, along with his hope and perhaps his sanity. This is why he commands A-tur to destroy the Empire.

Through the whole story, The God Emperor refers to normal humans as foolish mortals, that cannot understand the ways of a god. He calls them: "Foolish.. Mortals"
