The description on this photo is wrong. The Fokker 27 does not have it's airbrake deployed, the airbrake is in the tail of the aircraft. The wing does not have spoilers, they are lift dumpers, they can only operate in one setting (full extension) unlike spoilers which can be deployed partially in flight.
