Florida State Road 21

State Road 21, also known as "Blanding Boulevard" for much of its route, runs mostly in a southwest to northeast direction from Melrose to Jacksonville.

The Blanding Blvd. segment (Between Jacksonville and Middleburg) is named for the Army National Guard post in Clay County. Blanding Blvd. is four to six lanes from Jacksonville to Middleburg and narrows to two lanes south of State Road 16.

State Road 21 is one of three routes (including Roosevelt Blvd. and Brannan Field/Chaffee Rd.)connecting Jacksonville with its suburbs in Clay County. Congestion has been a problem over the years as local government worked to keep up construction with the growing population of Orange Park and Middleburg. Residents of both Clay County communities rely on Duval County (Jacksonville) for employment. Heavy rush hour traffic in the morning and evening is one result. Clay County officials are working to attract higher-paying white collar jobs to lessen their historical dependence on commuting to work.

South of Middleburg, SR 21 narrows to two lanes and passes through rural Southwest Clay County. The landscape features gentle hills and enters the lake region surrounding Keystone Heights. Along the way, the road passes Camp Blanding National Guard base. SR 21 then passes through extreme western Putnam County, through the town of Melrose, before it reaches its southern terminus 7 miles south of Melrose, where it meets SR 20.
