From the Russian Wikipedia's FLCL page. The tag it was licensed under there, when translated with AltaVista's Babelfish, is:

The one who first loaded it and were used in the article, and also those, who used him subsequently in other articles, they assert what use is it is qualified as the honest use of an object of copyright (Fair use) according to the legislation OF THE USA about the copyright.

I have also seen this image elsewhere (such as the adultswim.com page for FLCL) I am uploading it here for use (as on the RU WP) as an illustrive shot of two major characters and three major pieces of hardware. Although not all-encompassing, it is a nice opening summary; fitting since I plan to put it at the top of the FLCL page. There, it will replace a rather stranger image of a moped accident.

At the IMDb page for FLCL, this is classed as a poster. I am using the licensing agreement for it as such - "Movie Poster" comes closest.
