Fireman's belay

When abseiling (rappelling) it is advisable to have a second hold the ends of the rope below the abseiler. This person can then arrest the decent of the abseiler by pulling down on the ropes.

In the "fireman's belay" this technique is taken a step further: the person below controls the rate of decent of the abseiler using the tension applied to the rope.
