Finksburg is a unincorporated town located in Carroll County, Maryland. It is known to be the location of the National Security Agency's EKMS Central Facility . Finksburg is located on the border of Carroll and Baltimore Counties. Finksburg is also where Maryland Route 91 and Maryland Route 140 cross. It is an unincorporated area about 1 mile northwest of the Liberty Reservoir and six miles southeast of Westminster, Maryland.
