Felicia Tilman is the name of a fictional character on the ABC television series Desperate Housewives. The character is played by actress Harriet Sansom Harris.

Felicia Tilman is the sister of Martha Huber. She always hated Martha, but regardless she wants revenge on her sister's murderer. She was originally working in Utah with Mary Alice Young when the latter was a nurse by the name of Angela Forrest, she came to Fairview to find out what happened to her sister, and ends up exposing Zach Young to the truth about himself that Paul has kept hidden from him. She had been entrusted with Zach's care after she blackmailed Paul Young into giving him up. She was then attacked with a hockey stick by Zach and pushed down the stairs; as a result she injured her neck. After briefly returning to Utah to seek medical treatment for her injuries, Felicia returns and starts working as a nurse for Noah Taylor. After sending him an anonymous note telling that he has a grandchild, Felicia goes back to Wisteria Lane, believing Paul is as good as dead in time to come. Unfortunately for Felicia, Paul found a way to escape Noah's assassins, but this only gave her incentive to begin her own devious and sociopathic quest for revenge.
She was invited to Edie Britt's engagement party and gave Edie a set of her deceased sister's dentures as an engagement gift. She later went on to ruin the party by announcing rather matter-of-factly to everyone that Paul Young (who was also present) had murdered her sister. She tried to kill Paul three times: spreading shortening on his front step, replacing the lighter fluid for his grill with gasoline, and ordering a fumigation for his house while he and Zach will still be home. Finally, in a chillingly executed plot, Felicia arranged an elaborate frame job that got Paul arrested on suspicion of murder: liters of her blood were pooled on the Youngs' kitchen floor, which Paul slipped in during the night and got all over the doors and counters. A bloody trail led into the garage, where a blood-stained hacksaw was in plain view and two of her self-severed fingers were in the back of Paul's SUV.
Felicia, alive and well, has disappeared to an isolated cabin in parts unknown, checking in under her deceased sister's name.
