Image of the earlier FBI top ten header reading TEN MOST WANTED FUGITIVE used on 1990's wanted posters. This red border header was replaced by the modern blue border version of the poster header some time before 2002.
This red version of the header appeared on FBI wanted posters to the right of blue text on the poster reading FBI FUGITIVE PUBLICITY and above the larger black border header reading WANTED BY THE FBI. An example of the original placement of the two headers and the blue text on the 1990's wanted posters of the FBI can be seen as archived in this demo here:
