In the movie Heat the criminals ("people of low ethics") flee from the Heat, which means the police is on their track (in their slang). Instead of asking where the Heat comes from the relevant querstion is to ask where the cold comes from. Is there a source of negative precedents that is not commonly recognized as such? (e.g. Original sin or precedents set by people who should know better but fail to act accordingly)
